Hey Jon!  Long time, man.  The '91 Carset is FAR from finished.  Well, not FAR but pretty far.  I don't think anyone has started the '92 set, though.  I'm sure someone will get around to it at some point, but most of the guys that do the older, retro sets are quite busy with the '94 and '95 sets.
