Orange County Speedway ?

I have read on a couple of sites online that Orange County Speedway in Rougemont NC was started and someone was trying to finish it, does anyone have that uncompleted version, or even a completed version?

those are a different Orange County. The one i'm talking about is in Roughmont NC, it was an old Busch track in the early 90's
