Put them back on dirt.  ARCA still does.
After that race, why not put 'em on a figure 8 track, or make them run the All-Star race clock-wise rather than the usual counter-clockwise  :13:

Dirt would be interesting. Although there have been some interesting finishes, it's a shame you have to wait until the last 10 laps of the event to see some halfway exciting racing. I got a feeling "Big E" and old man France would be rolling over in their graves if they saw this kind of superspeedway racing.

Go the other way. All they need to do is make the front car have a crazy ammount of drag. These are random numbers but lets say the car pushing has a 95% drag reduction. The fix is make that drag reduction consistant, meaning for not just that car behind physically pushing, but also for the car alone 50 feet back. This in theory would result in a closing rate like we have never seen in Nascar but, would also mean 1 car could slingshot around a tandem. He couldn't stay there, but he could blow by them.

Not sure if it's 100% confirmed, but I have heard some talk about changes being made to the front bumpers to try to eliminate bump drafting, which would therefore minimize and maybe even eliminate that two-car tandem and could very well promote more slingshot passes.
