Here's the largest list of tracks I know of:

http://www.nr2k3tracks.com/n2k3tracks.html

I didn't see it on this list.  There may be one similar, as I'm not familiar with Columbus.

building tracks takes a rrrrrreeeeeaaaaalllllllyyyy long time to do. its almost like a mod. it usually takes months to build a decent track.

Depends on the level of detail, etc. of course, but just as an example I've been working with another guy on a new fantasy road course for just over a year now. A smaller oval would probably be a lot quicker, but still takes time. Good luck with your project.

to make a good track with good working ai, graphics, and no pitting or pace car issues for an experienced track maker would take a few months. for somebody whos never made a track yet its more or less impossible without help. also, before you start on anything, you would want to make sure the track wasnt already being worked on. for example, shadybowl is being worked on by a site (not sure which one) and the last i heard there was somebody that was going to start working on midvale. AND sandbox is the most annoying, time consuming, unreliable, most HATED thing in all of nr2003...
