I was wondering, specifically for the Outlaw mod, is there a way to edit the tires for a render?

Actually there is, Robert did up a tutorial quite some time ago, that is how I learned, here is the link.

Is this very hard to do? I have a crazy idea for a scheme I am working on and I am wondering if the guys that do some renders on RG could do it for me without me feeling like a big pain in their ass. I had an old version of 3DS years ago but could never figure it out it is so beyond me lol.

I am sure they would be happy to do it for you.  Just post your request in the proper format and one of them should pick it up.  I think you will be very happy with the results...
