If I am not mistaken, the cone only serves one purpose and is used during the caution laps to re-align the field giving the inside or outside option to the field. Once they are double file again, they remove the cone before the green drops. I also think that as each driver passes the cone, they make the decision on which line to start in, then they must start in that line. This allowed some cars to try and get a few places up if they were willing to take the outside lane, cause most would take the inside. If that is true, then this probably would not work since any car moving past another during yellow would get flagged.
