In all honestly, it's not going to happen overnight and you have to find someone interested in your track (usually someone local or someone that raced there or works with a series that races there and makes tracks). It's not an easy thing to do either, with having to satisfy both online and offline people and the AI it can take months or in the case of atleast one track over 5 years (and it's still not out)
