Need some help

Alright so this probably going to sound really stupid but here it goes...
I really want to race nascar2003 online I just have no idea how, since papyrus's multiplayer is down, do I need an outside program that hosts the games like I honestly am clueless as to how you connect or join league races, some help would be much appreciated, thanks!

nowadays, the way to race online is using ips, when you first start the game, you pick the mod that the league runs, and press multiplayer
the left side of the screen shows a place where you can type in the ip.. then on the top left there is a place where you type the password(most leagues use them)
another way to race online in nr2003 is using sms lobby
you download it, open it, and it gives you a list of servers that are currently open

we have a great league right here at racingrafix - i joined for the first time back in january and had never done it before - everybody is very helpful - it is more fun than i imagined

the first thing you need to do is pm robert vining - the owner here - you can do so by clicking on his name or through the rgrl discussion thread at the bottom of the main forum page - also click home and then on the right upper side click on league - directions to get started, rules number list etc. are there -

rgrl league runs rioux cup v1 races on monday - cts09 truck races on tuesday (rookie division) - and outlaw mod on wednesday

do not hesitate to ask more questions - again many participants in the league told me several times they were new at it at one point as  well - so they know what you are going through to get started

read through the info robert provides and send him the info that is required

Thanks everybody who has responded I'm still trying to learn. Aszvedo as much as I would like to I'm not over 21 so I can't run this league I guess I need to find a league to run that will let me. Oh but I do appreciate how helpful everyone is here I haven't had a single question or request gone unanswered or unfulfilled. Thanks everybody!
