Well, you can open a .car file with WinMip 2 and then export the car's 'flat' as a bitmap (.bmp) but that isn't really going to let you 'paint' on it. What you really want are layered templates. Almost all of the mods out there have layered templates available...usually on the same page where you downloaded the mod. In the example you cited, .gns refers to the physics (how the car handles, speed, etc.) the mod uses and has no relation to the templates...one set of templates is used for the entire range of a particular mod's physics.
